Raymonda Z. Delaware is a technology futurist, rural innovation architect, and nationally recognized leader working to expand opportunity in underserved communities through technology, education, and workforce development. As the Founder and Executive Director of Dream Innovations, Inc., she leads initiatives that bring advanced digital tools, immersive learning environments, and emerging technology training to communities that have historically been left out of the modern economy.

Born and raised in Yazoo City, Mississippi, Raymonda has dedicated her career to transforming the challenges she witnessed growing up into opportunities for future generations. With more than twenty five years of experience in technology systems, digital media, instructional technology, and emerging innovation platforms, she has built programs and infrastructure that connect youth and adults to careers in high growth industries including artificial intelligence, cybersecurity, digital media, and advanced technology development.

Under her leadership, Dream Innovations has become a catalyst for digital transformation across the Mississippi Delta. The organization designs and implements technology driven learning environments, workforce training initiatives, youth leadership programs, and community innovation spaces that expose participants to industries and opportunities that were previously inaccessible in rural regions.

Raymonda’s work focuses on building practical innovation ecosystems that integrate technology training, entrepreneurship, workforce development, and creative problem solving. Rather than waiting for resources to reach rural communities, she develops systems that bring innovation directly into those communities through immersive learning labs, hybrid training platforms, and partnerships with educational institutions, industry leaders, and government agencies.

Her leadership has attracted national investment and recognition. In 2022 Raymonda secured a $1.4 million Workforce Opportunity for Rural Communities grant from the United States Department of Labor to support technology driven workforce development across multiple counties in the Mississippi Delta. She later secured an additional $450,000 investment through the Delta Regional Authority to expand programs focused on increasing minority participation in technology careers.

Prior to founding Dream Innovations, Raymonda built a distinguished career in educational technology and systems integration. She held technology leadership roles at Jackson State University and Tougaloo College where she directed academic technology infrastructure, implemented digital learning systems, and trained faculty in technology enhanced education. Her work has included the design of custom learning management systems, digital reporting platforms, and complex training environments used by universities, state agencies, nonprofit organizations, and businesses nationwide.

Raymonda also continues to expand her expertise in emerging technologies. She holds a Generative Artificial Intelligence Specialization from Purdue University and regularly integrates AI powered tools and immersive technology into workforce training and educational programs.

Her leadership has been recognized by national and regional organizations. Raymonda is a Fellow of the W.K. Kellogg Foundation Community Leadership Network and a member of the Kellogg Global Fellows Network. She has received numerous honors including the Dreamer Award from Delta Sigma Theta Sorority, the Community Leadership Award from the 21 Club, and the Key to the Community recognition from Business Empowered Mississippi.

In addition to her work in the United States, Raymonda is expanding Dream Innovations’ mission globally through partnerships across Southern Africa. Through Dream Seed Global and collaborative initiatives in Botswana and Eswatini, she is helping develop innovation and learning ecosystems that introduce advanced technology training, digital education, and entrepreneurship opportunities to emerging communities.

Despite the national and global reach of her work, Raymonda remains deeply connected to her roots. She often describes herself simply as “a tech girl from Yazoo raised by a grandmother who didn’t play,” reflecting the grounded perspective that drives her commitment to building opportunity in the communities that shaped her.

Through Dream Innovations and its growing network of partners, Raymonda is working to ensure that the next generation of innovators, entrepreneurs, and leaders can emerge from communities that have too often been overlooked.
